Council Raymond Palmer, 74 of Havana, Florida, passed away on Saturday, October 3, 2026, at his residence in Havana.

Raymond was born on May 11, 1952, in Bainbridge, GA, the son of the late Charlie Woodrow Palmer, Sr. and the late Dora Shirley (Cook) Palmer. By trade, Raymond was a heavy equipment operator who took immense pride in his work, skilled in operating everything from excavators to motor graders and front-end loaders. He also owned a Harley-Davidson motorcycle and loved riding across the country with his best friend, Bobby Keith Bell.

Raymond was an accomplished musician who played the piano, organ, guitar, fiddle, and banjo. He played in several bands throughout his life and shared a deep passion for all types of music.

He is survived by his daughter: Eve Palmer Acosta of Jacksonville, FL; His Granddaughters: Kealiana Neal and Sophia Acosta of Jacksonville, FL; His sisters: Judy Palmer Barber (James) of Brinson, GA; Sarah Palmer Cohen (Robert) of Brinson, GA; Sharlene Palmer Clayton of Brinson, GA; and Linda Palmer Cumbie (Terry) of Albany, GA; Sister-in-law: JoAnn Palmer of Crawfordville, FL; and many beloved nieces, nephews, cousins and friends.

Raymond was preceded in death by his parents and his older brother, Charlie Woodrow "Woody" Palmer, Jr.

His family is planning a private memorial service for a later date.
